I <br />MOK 106 PAGE o"4 <br />BACKGROUND <br />In July 1997, construction was completed on a wastewater transmission main <br />to allow the Sea Oaks Wastewater Treatment Facility to be taken out of service. <br />In January 1998, a connection between the North County and the Central <br />Regional Wastewater Treatment Facilities was completed. The County is <br />currently in the process of expanding the Central Regional Wastewater <br />Treatment Facility. The connection between the two facilities was constructed <br />to allow excess flow from North County, which now receives flow from the <br />barrier island to be transferred to the Central Regional Facility, deferring the <br />expansion of the North County Facility to approximately the year 2005. <br />Increasing flow on the barrier island and in the North County service area has <br />created a potential deficiency in capacity and delays in the construction of the <br />Central Regional expansion has delayed the transfer of excess flow as planned. <br />ANALYSIS <br />Staff has evaluated two altematives to help solve the capacity issue. The <br />following alternatives are being considered: <br />1. Temporarily restart the Sea Oaks Wastewater Treatment Facility for use as <br />necessary. The estimated recommissioning costs are approximately $6,000, <br />plus a permit fee of $3,000 for a total cost of $9,000. <br />2. Construct an additional clarifier at the North County Facility. The <br />estimated costs are $600,000 - $800,000. <br />Staff has concluded that to accommodate the upcoming season, Option No. 1 is <br />the most expeditious alternative. Additional evaluation will be performed by <br />staff in an ongoing manner to determine if the Sea Oaks restart will provide the <br />needed interim capacity. The Sea Oaks Homeowners Association and <br />management have been involved in the evaluation process and have no <br />objection to the restart of the facility on a temporary basis. The Sea Oaks <br />community will receive benefit of a reinstated reuse supply, reducing reliance <br />on onsite water resources. <br />The additional months of Sea Oaks operation <br />dedicated to this capacity relief measure.
