Pr <br />Boor U6 PACE a <br />questions are asked and nothing gets accomplished. At the end of the discussion, there is no <br />answer, no solutions offered, and no ability to deal with the situation. She felt this was <br />neither an appropriate use of the Commission nor an effective use of time. <br />Vice Chairman Macht stated that by writing a letter to Administrator Chandler, who <br />controls the agenda, very often the problem can be resolved by staff without it coming to the <br />Board. But if what the person hears from staff is not satisfactory to them, they always have <br />the right to come to the Board and discuss it on policy lines rather than technical lines. <br />Administrator Chandler clarified that the policy his office has followed for a number <br />of years is that requests be in writing so that staff and the Board know what is involved. It <br />must be submitted by 12 noon on Wednesday the week before the Board meeting. If he feels <br />the matter can be handled by staff, he attempts to get the person to meet with staff first. If <br />the person does not wish to do so, then it goes to the Board. Depending on what the subject <br />is, staff will be present for assistance to the Board. <br />Commissioner Eggert felt it was important to stick to the subject whatever it is. She <br />thought that County Attorney Vitunac had made a remark that the Board has to hear <br />everybody, which she was glad to do, but she has felt that some of the background work has <br />not been done. She suggested the person's request might be postponed to the next agenda <br />to allow time to do that. She felt there has been less of that than there used to be. <br />Commissioner Adams stated the policy currently in use is what the Board directed <br />Administrator Chandler to do, but now that the Board has experienced what appears to be <br />some abuse or over -use, then the Board probably needs to review the policy to make it more <br />effective. She felt the Board has just become a sounding board for frustrations. <br />Administrator Chandler will look into the matter and bring back some suggestions. <br />U.B. SOLID WASTE DISPOSAL DISTRICT <br />The Chairman announced that immediately upon adjournment of the meeting the <br />Board would reconvene sitting as the Board of Commissioners for the Solid Waste Disposal <br />District. <br />Those Minutes are being prepared separately. <br />August 25, 1998 <br />
