The applicant will leave the Australian pines around the perimeter of the lake <br />and a cul-de-sac will be created with construction access on 6' Place. Staff is recommending <br />approval with the conditions outlined. <br />Commissioner Adams questioned the agricultural buffer, and Director Boling stated <br />this is an agreement between the developer and the grove owner. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Pete Robinson, Laurel Homes, Inc., advised that the owner of the grove came to the <br />developer with the offer. <br />Kathleen Kye, President of the Homeowners Association, advised that the grove <br />owner was involved in the buffering decision and both the residents and the grove owner are <br />happy with the buffer. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />Commissioner Ginn felt the buffer area should be larger. <br />ON MOTION by Commissioner Eggert, <br />SECONDED by Commissioner Macht, the Board, <br />by a 4-1 vote (Commissioner Ginn opposed) <br />approved Laurel Homes, Inc.'s request for special <br />exception use Planned Development approval for a <br />residential project to be known as Laurel Springs <br />Subdivision, with the conditions as recommended by <br />staff. <br />SEPTEMBER 1, 1998 <br />-46- <br />
