AM 106 pnv <br />434 <br />SUBJECT. CHERRYWOOD ESTATES PETITION WATER SERVICE <br />59TH AVENUE, SOUTH OF 33RD STREET (CHERRY LANE) <br />INDIAN RIVER COUNTY PROJECT NO. UW -98 -05 -DS <br />RESOLUTION III - PUBLIC HEARING <br />ZAUK( iKU U N 1) <br />On August 18, 1998, the Indian River County Board of County Commissioners <br />approved Resolution I (98-82) and Resolution II (98-83). Resolution I contained the <br />preliminary assessment roll describing the project and cost. Resolution II set the date <br />of the public hearing for the subject project. Property owners have been notified of <br />the public hearing by certified mail. Resolution I (98-82) was published in the VERO <br />BEACH PRESS JOURNAL on August 24, 1998. (See attached agenda item and <br />minutes of the above meeting.) <br />ANALYSIS <br />Design has been completed by the Department of Utility Services' staff. An <br />informational meeting was held with the property owners on August 27, 1998. After a <br />site inspection with the project engineer, the original twenty properties which may <br />benefit from this proposed project have been expanded to include one additional <br />property, which would only be able to have water service from the proposed water line <br />on 59th Avenue. This changes from 65% to 61.9% the thirteen signatures supporting <br />this petition project, of the twenty-one to benefit. Staff recommends the inclusion as <br />the only equitable method for a proportionate sharing of the cost. <br />Eighteen of the properties are from .42 acre to .67 acre. The three largest properties <br />are each greater than two acres in size with a single-family residence on each. These <br />properties also contain some wetlands and a lake. Due to implied constraints as to <br />future development, staff recommends a one -acre assessment for each of these three <br />parcels. (See attached schedule of parcels, lot sizes, and map, which displays the <br />area to benefit from the assessment project.) <br />Approval of the attached Resolution III will confirm and approve the preliminary <br />assessment. The total estimated cost to be assessed is $62,840.00. The estimated <br />cost per square foot is $0.125032 (rounded). This project is to be paid through the <br />assessment of property owners along the proposed water line route. In the interim, <br />financing will be from the assessment fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve Resolution III, which affirms the preliminary assessment of <br />the subject project. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter.
