• <br />• The County Land Acquisition Advisory Committee, at its meetings on November 19, 1997 <br />(concerning the Swedroe and Padden parcels)and on July 29, 1998 (concerning the Gilman and <br />deGuzman parcels), voted unanimously to recommend that the Board of County Commissioners <br />purchase the subject parcels, provided that the management plan for the project remains flexible to <br />allow for coordination with St. Lucie County regarding purchase of the remaining three parcels (as <br />a tie-in to conservation lands in St. Lucie County associated with the Avalon State Recreation Area). <br />• On August 27, 1998, the FCT Governing Body approved the purchase contracts and project plan. <br />including the overall management plan, subject to County Commission approval. <br />The Round Island South project was approved in 1996 as a Florida Communities Trust (FCT) 50150 <br />cost -share project. The property is currently ranked 3rd out of 12 projects on the 1998 LAAC site <br />acquisition list. <br />In its application for state cost -share funding, the County chose to be the lead agency for pre- <br />acquisition tasks and negotiations. During the past two years, the county's acquisition consultant, in <br />coordination with county staff, has conducted pre-acquisition tasks and negotiations. Since the <br />sellers recently accepted and executed purchase contract Option Agreements for the parcels, <br />appraisal results and other confidential information can now be released. <br />The subject parcels are the northern six of nine parcels in the Round Island South LAAC project, <br />located south of and contiguous to Round Island County Park (riverside). <br />The parcels' natural areas include impounded salt marsh and other wetlands (± 32.3 acres), and <br />tropical maritime hammock (± 12.1 acres). The subject combined parcels have ± 950 feet of road <br />frontage on SR AlA. The upland portion of the property is zoned RS -3, Single -Family Residential, <br />up to 3 units per acre. The wetlands portion of the property is zoned Con -2, Conservation, 1 unit per <br />40 acres (with a transfer of density right (TDR) of 1 unit per acre). <br />Currently, the subject six parcels are owned by four different owners, as follows: <br />• Robert M. Swedroe c/o Jay E. LaShaw <br />• Patricia Ann Padden <br />• Norberta and Carmencita deGuzman, et al. <br />• Barry and Paula F. Gilman, et al.
