") ,, �1 <br />BOOK 0 PAGE JJ2 <br />Commissioner Ginn asked about public access, and Mr. DeBlois advised the existing <br />"dike trail" would be formalized and maintained. <br />Mr. DeBlois added that this is an important impoundment for research purposes and <br />had been used by Harbor Branch Oceanographic Institute for their studies to establish the <br />now commonly used rotation impoundment management program. It is also known for its <br />bird usage. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Frank Coffey, 88 Cache Cay, presented the Commissioners with a 3 -page handout <br />and reviewed information on the following charts which had been supplied to him by <br />Environmental Planning & Code Enforcement Chief Roland M. DeBlois. Mr. Coffey wanted <br />to make it clear that he was not opposed to a prudent environmental lands program; he <br />believed such a program was desirable. His greatest concern was the effect on the County's <br />budget and the increased cost to the taxpayer.
