The revisions approved by the legislature provide for the following actions: <br />1. Deleted the requirement for annual approval of a county's recurring fee by the <br />Division of Communications; <br />2. Specified that a fund be established exclusively for 911 fee revenues and <br />expenditures; <br />I Established that 911 funds be used only for specified purposes; <br />4. Requires an annual audit of the fund; <br />5. Provides for carry over of funds; and <br />6. Provides for expenditure of fees for certain employee positions. <br />In FY 97/98, the Indian River County Board of County Commissioners approved imposition of <br />a $.50 fee per line (up to a maximum of 25 access lines per account bill rendered) per month <br />to fund the permitted charges and expenses of the two Public Safety Answering Points (PSAP) <br />in the County. <br />Information from Bellsouth indicates that Indian River County has a total of 76,016 lines which <br />would be subject to the 911 fee with some exclusions. If the Board approves the recommended <br />charge of $.50, staff estimates it would generate approximately $452,192 in revenue, less the <br />1 % Bellsouth collection fee. The matter is now before the Board of County Commissioners for <br />approval of the Resolution to reauthorize the E911 fee for FY 98/99 at $.50 per line (up to a <br />maximum of 25 access lines per account bill rendered) per month. <br />The funds from the 911 fee will be utilized for staff maintenance of the data base, three call <br />taker positions, operating expenditures, CAD system, capital outlay, and a contingency fund to <br />ensure the integrity of the system to timely direct emergency personnel so that the protection of <br />lives and property can be assured. <br />If approved by the Board of County Commissioners, the Resolution will be forwarded to <br />Bellsouth so the fee will remain at the same rate as the past year with an effective date of <br />October 1, 1998. <br />RECOMMENDATION: <br />Staff recommends approval of the resolution reauthorizing and imposing the E911 surcharge with <br />a $.50 fee for FY 98/99. <br />ATTACHMENTS <br />Proposed resolution imposing E911 fee <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Eggert, the Board unanimously (4-0, Vice <br />Chairman Macht absent) adopted Resolution 98-094 providing <br />for the establishment of a county -wide `8911" telephone fee to <br />pay for system charges; severability; inclusion in the Indian <br />River County Administrative Code; and an effective date. <br />September 8, 1998 <br />POOK 10 F'r1GE <br />
