McCoy, AICP <br />Senior Planner, Current Development <br />DATE: September 9, 1998 <br />SUBJECT: Randle Properties Inc.'s Request to Rezone Approximately 4.99 Acres from CG to <br />PD (Commercial). <br />It is requested that the data herein presented be given formal consideration by the Planning and <br />Zoning Commission at its regular meeting of September 15, 1998. <br />DESCRIPTION & CONDITIONS: <br />This is a request by Randle Properties, Inc., through its agent Knight, McGuire & Associates. Inc., <br />to rezone approximately 4.99 acres from CG (General Commercial) to Planned Development <br />(commercial). As part of the rezoning request, a conceptual and preliminary PD plan/plat has been <br />submitted for approval. The subject site is located on the south side of SR 60 just west of the Ethan <br />Allen furniture store. Immediately east of the Ethan Allen site, a similar PD rezoning request on a <br />4.77 acre site was approved for the MAGI mini storage facility. The purpose of this request is to <br />secure the zoning necessary to allow a mini storage facility greater than 3 acres in size. <br />The Board of County Commissioners is now to approve, approve with conditions, or deny the PD <br />rezoning request and the conceptual PD plan. Also, the applicant submitted a preliminary PD <br />plan/plat that was considered and conditionally approved by the Planning and Zoning Commission, <br />subject to Board approval of the rezoning. The preliminary PD plan/plat approval will become <br />effective if the Board approves the rezoning. <br />Planning and Zoning Commission Action <br />At its regular meeting of August 27,1998, the Planning and Zoning Commission voted unanimously <br />(6-0) to recommend that the Board of County Commissioners approve the PD rezoning and the PD <br />conceptual plan with the conditions contained in the recommendation at the end of this report. The <br />Planning and Zoning Commission also voted to conditionally approve the preliminary PD plan/plat. <br />Development Approval Options Available to the Developer <br />Presently, the site is zoned General Commercial (CG), a zoning district which allows mini storage <br />facilities as an administrative permit use and limits such facilities to a maximum size of 3 acres. <br />Any rezoning action must comply with the site's C/I, Commercial/Industrial, land use designation. <br />There are two options available to the developer to seek approval of the proposed project. Either of <br />the two options, if approved, would allow the applicant to proceed v ith his projcct, as proposed. <br />These options are as follows: <br />1. Rezone the site to the CH, IL, or IG zoning district; these are districts which allow mini <br />storage facilities as permitted uses, with no restrictions on the facility acreage; OR <br />2. Rezone the site to a PD zoning district that is tied to a conceptual PD plan proposing a 4.99 <br />acre mini storage facility. <br />On staff's recommendation, the developer has opted for a PD rezoning, similar to the previously <br />cited rezoning for the MAGI mini storage facility. If approved, the PD rezoning would effectively <br />rezone the property in accordance with the approved conceptual PD plan. <br />September 15, 1998 <br />-18- <br />• 0 <br />
