Budget Director Joseph A. Baird asked that a new packet of information be submitted <br />by the Coalition because they were quoting different figures at this meeting than those <br />submitted in their original packet. <br />Commissioner Eggert believed this to be a one-time funding. She felt very deeply <br />that the County could make a huge difference in the successful continuation of the Coalition. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED <br />BY Commissioner Ginn, to appropriate $50,000 to the Coalition <br />for the Homeless from FY 1998-99 General Fund contingency <br />with the following conditions: that they submit a new packet <br />with new figures to the Budget Director; that the funds be used <br />for payment of bills submitted for expenses other than salaries; <br />that they submit their audit as soon as it is completed; that a <br />complete audit be submitted next year; and that they go through <br />the strict procedures required by the Budget Director for <br />submission and reimbursement of their invoices. <br />Under discussion, Vice Chairman Macht told of his involvement in the beginnings of <br />the Samaritan Center and pointed out that the County was not asked for money for that <br />project. The money had come from fund raising efforts and the land was donated by the <br />Diocese of Palm Beach. Nevertheless, he supported the motion. <br />Commissioner Ginn stated that her platform when running for office was no increase <br />in taxes. She thought the Coalition had done a lot of good work. She reiterated her <br />willingness to put them in touch with Ms. Helaine Blum, an attorney in Orlando, to assist <br />them in their search for grant funding. <br />Commissioner Adams reiterated her concern about accountability. She would like to <br />see the County's dollars restricted to direct support of clients. She also wanted to hear the <br />Coalition's success story at the end of the year. <br />Chairman Tippin believed that the Coalition was faced with an emergency and he <br />would support the motion this year. <br />Administrator Chandler advised that staff recommended funding from the General <br />Fund contingency for the next fiscal year. This was a first-time ever that money had been <br />allocated out of contingency before the fiscal year had even begun.
