The County compensated the Humane Society as follows for the current contract: <br />YEAR <br /># ANIMALS <br />COMPENSATION <br />FY 1995/96 <br />5026 <br />$165,660 <br />FY 1996/97 <br />5039 <br />$164,805 <br />FY 1997/98 <br />4660* <br />$186,440* <br />*Estimated <br />The Humane Society is seeking to renew the contract with the County for another three (3) year term <br />and after meetings and negotiations with staff, is requesting compensation as follows: <br />YEAR 1 (1998/99) $40 per animal for each animal received, excluding <br />requested euthanasia, foster pets, and out of county animals <br />YEAR 2 (1999/00) $42.50 per animal for each animal received, excluding <br />requested euthanasia, foster pets, and out of county animals <br />YEAR 3 (2000/01) $45 per animal for each animal received, excluding <br />euthanasia, foster pets, and out of county animals <br />The Humane Society has provided the County with financial statements as of March 31, 1998, which <br />was prepared by Rebecca B. Colton, P.A. Certified Public Accountants. The documents are attached <br />for review and informational purposes. <br />In the FY 1998/99 proposed budget, $202,500 has been allocated for expenses related to the Humane <br />Society contract for animal shelter services. Staff submits that this amount is sufficient and appropriate <br />given past history for the number of animals received at the shelter. <br />The alternative to the contract with the Humane Society for animal sheltering services is for the County <br />to build and staff a shelter to provide these same services or contract with a private entity other than the <br />Humane Society for the services. In 1995, the County released an RFP for a private entity to provide <br />a shelter and services, but no proposal was received. Staff does not propose that the County build and <br />staff an animal shelter since the expenses related to this type of operation would substantially exceed <br />the amount currently being paid to the Humane Society. <br />There are some minor operational issues not included in the Contract that staff will handle with a <br />memorandum of understanding between Animal Control and the Humane Society. There has been an <br />excellent working relationship between the two agencies and there is no reason to believe that will <br />change in the future. <br />RECOMMENDATION: <br />Staff recommends the Board approve the Contract for Providing Animal Shelter Services with the <br />Humane Society of Vero Beach and Indian River County, Inc. <br />ATTACHMENT: <br />Proposed Humane Society Contract <br />September 22, 1998 <br />97 <br />BOOK <br />
