,27 <br />107 PACE 1 <br />commercial/industrial uses and the type of wastewater management that will be used by the <br />commercial/industrial uses to be located on the site. The analysis section of this staff report contains <br />a response to the DCA's objections. <br />The subject properties consist of three single family homes. All three homes are oriented toward Old <br />Dixie Highway. Properties to the north and south of the subject area are zoned IL, Light Industrial, <br />and are currently being used for a marine repair yard and a storage facility, respectively. To the east <br />of the subject area, across U.S. 1, are single family homes, zoned RM -3. To the west of the subject <br />area, across Old Dixie Highway, is the FEC Railroad and the Hawks Nest Golf Club. This area is <br />currently zoned RM -4. <br />The subject properties and properties to the west, across Old Dixie Highway, are designated L-2, <br />Low Density Residential -2, on the county future land use map. The L-2 designation permits <br />residential densities up to 6 units/acre. Properties to the east of the subject properties are designated <br />L-1, Low Density Residential -1, a designation which permits residential densities up to 3 units/acre. <br />Properties to the north and south of the subject area are designated C/I, Commercial/Industrial, a land <br />use designation which permits commercial and industrial zoning districts. <br />The subject properties are not designated as environmentally important nor environmentally <br />sensitive by the Comprehensive Plan. No wetlands nor native upland plant communities exist on <br />site. The subject properties are not within a 100 year floodplain. <br />The site is within the Urban Service Area of the county. Centralized potable water service is <br />available to the site from the South County Reverse Osmosis Plant. Wastewater service is not <br />available to the site; however, the site could be serviced by extending existing wastewater collection <br />lines, which are located approximately one mile west of the subject site. <br />Abutting the subject area on the west is Old Dixie Highway. Classified as a rural major collector <br />roadway on the future roadway thoroughfare plan map, this segment of Old Dixie Highway is a two- <br />lane road with approximately 60 feet of public road right-of-way. No improvements are scheduled <br />for the portion of Old Dixie Highway that abuts the subject area. <br />The site is bounded on the east by U.S. 1. Classified as a rural principal arterial roadway on the <br />future roadway thoroughfare plan map, this segment of U.S. 1 is a four -lane road with approximately <br />70 feet of public road right-of-way. No improvements are scheduled for the portion of U.S. 1 that <br />abuts the subject area. <br />In this section, an analysis of the reasonableness of the land use amendment request will be <br />presented. Specifically, this analysis will address: <br />the DCA's ORC Report objections; <br />concurrency of public facilities; <br />consistency with the county's Comprehensive Plan; <br />September 22, 1998 <br />M <br />
