BOOK I FAGE'� <br />ON MOTION by Commissioner Eggert, SECONDED BY <br />Commissioner Adams, the Board unanimously (4-0, <br />Commissioner Ginn absent) adopted Procedures 4. A. through <br />G., as recommended by staff. <br />5. AD VALOREM FUNDS - Ad Valorem Millage and Ad Valorem <br />Budget <br />S.A.1. General Fund <br />Administrator Chandler announced the following: total proposed amount of the <br />General Fund budget was $49,450,468; proposed millage rate was 4.2210, which was the <br />rollback millage rate. <br />The Chairman opened the public hearing and asked if anyone wished to be heard on <br />the proposed General Fund budget. <br />Jim Granse, 36 Pine Arbor Lane, concerned citizen, had been under the impression <br />that the County did not want to fund nonprofit organizations, yet the funding for nonprofit <br />organizations increases each year. He noted that Children's Services was to be given <br />$300,000 this year and the amount was scheduled to increase in subsequent years. He <br />expressed concern that $77,250 had been budgeted for the Community Child Care Resources <br />(CCCR) because $100,000 was missing (not County money) during the 1996-97 fiscal year. <br />He was not aware if any of the money had been recovered. He asked what will prevent such <br />shortages from occurring again and wanted assurances that Budget Director Joseph A. Baird <br />would have control of distribution of all funding to nonprofit organizations. It seemed to <br />him that a whole flock of nonprofit groups were being funded under the Children's Services <br />Network. He called it a" 180 0 switch in thinking by the Indian River County Commission." <br />Vice Chairman Macht reported that CCCR did recover the $100,000. He advised that <br />CCCR was included as one of the 8 organizations scheduled for funding under Children's <br />Services at the present time. <br />Commissioner Eggert assured Mr. Granse that those funding dollars are processed <br />through the Budget Director. <br />September 24, 1998 <br />2 <br />V 40 <br />
