US -90 -20 -DC <br />BACKGROUND <br />On June 3, 1997, the Indian River County Board of County Commissioners approved <br />Amendment No. 3 to the contract agreement with Camp Dresser and McKee, Inc., <br />(CDM) engineering services for the South County Regional WWTF Expansion Project to <br />2.0 MGD capacity. (See attached agenda item and minutes) The total contract, including <br />Amendment Nos. 1 through 3, amounts to $581,613.00. Additional engineering services <br />were necessitated during the construction stage of the project. Staff has reviewed and is <br />now seeking approval for these additional services. <br />ANALYSIS <br />The following items are the additional engineering services for which the staff considers <br />deserving of compensation: <br />1. County -wide Instrumentatiom cygn. The original contract with CDM and the <br />subsequent Addendum No. 3 added design of instrumentation for the effluent <br />disposal control and the County -wide instrumentation system. Monitoring of the <br />system implementation and the 30 -day performance test was not included in the <br />scope of services. Additional engineering services will allow a thorough review <br />of all aspects of the system during the testing period. County staff will provide <br />coordination and review of the system, along with this effort. <br />2. Landscape Buffer, The Board of County Commissioners recently approved <br />additional funding to provide additional landscape buffering and general site work <br />along the plant's eastern property border with the Indian River Club. The <br />engineer (CDM) will provide additional field coordination necessary to ensure <br />that Department of Environmental Protection and the Army Corps of Engineers <br />stormwater/wetland permit requirements are not compromised <br />3. Performance Specifications Review. Additional services are required by CDM to <br />assure the County that the products supplied by the contractor meet project <br />performance specifications. This specifically relates to the building enhancements <br />of the existing plant operations building. This building will house the plant <br />instrumentation system, plant lab, etc. CDM will ensure that the County receives <br />adequate housing for these important systems. Staff originally intended to return <br />to the Board for authorization some time ago since no review fee was provided for <br />in CDM's original contract. <br />October 20, 1998 <br />72 <br />
