I., Annual Employment <br />Evaluation - County Administrator Chandler and County Attorney Vitunac. <br />Chairman Tippin also requested the addition of Item 13.A.2., Treasure Coast Council <br />of Local Governments Annual Dinner on November 12, 1998. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Ginn, the Board, by <br />a 4-0 vote (Commissioner Eggert being absent), <br />unanimously added the above items to the Agenda. <br />5. PROCLAMATION DESIGNATING NOVEMBER 7, 1998 AS <br />CHILDREN'S ART FESTIVAL DAY <br />The Chairman presented the following Proclamation to Grace Maloy from the Center <br />for the Arts: <br />PROCLAMATION <br />WHEREAS, on November 7, 1998, the Children's Art Festival, <br />organized by the Center for the Arts, will celebrate its 18th <br />anniversary; and <br />WHEREAS, the theme for this year's festival will be "BUILDING <br />BUILDINGS". This event provides the opportunity for hands-on art <br />experiences for young people of all ages, pre-schoolers through <br />teens. The entire family can enjoy the student art displays, <br />entertainment, music and food available throughout the day; and <br />WHEREAS, the reason the Children's Art Festival came into <br />existence was because there was a concern by those involved in <br />establishing a Center for the Arts that the youth of the area were <br />underexposed and given limited opportunities to participate in visual <br />arts activities. Since the inception of the Children's -Art Festival <br />seventeen years ago, art instruction in the school systems, both <br />public and private, has increased significantly making art and <br />humanities awareness an enriching part of the lives of the young <br />people in our community: <br />NOW, THEREFORE,; BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, that November 7, 1998 be <br />designated as <br />CHILDREN'S ART FESTIVAL DAY <br />OCTOBER 27, 1998 <br />
