Cox, P.E., Civil EngineeqLVC CONSENT AGENDA <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Indian River Medical <br />Center <br />REFERENCE: SP -MA -98-11-63 / 98080088-002 <br />DATE: October 26, 1998 <br />DESCRIPTION AND CONDITIONS <br />Knight, McGuire & Associates, on behalf of Indian River Medical Center, has requested a waiver of <br />the cut and fill balance requirement of Section 930.07(2)(d) of the Stormwater Management and <br />Flood Protection Ordinance. Indian River Medical Center received site plan approval from the <br />Planning and Zoning Commission on October 8, 1998. The project is located at 625 37* Street. The <br />site is located in special flood hazard area Zone AE with a base flood elevation of 7.0 ft. N.G.V.D. <br />The ten year stillwater elevation is 4.0 ft. The proposed displacement of the floodplain below 4.0 ft. <br />for which the waiver is requested is 2,178 cubic yards as indicated in the attached letter from the <br />applicant's engineer dated October 20, 1998. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1. of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />staffs opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. On <br />November 5, 1996 the Board granted a previous cut and fill balance waiver request for this site <br />combined with some additional off-site area included in the expired SP -MA -96-1249 site plan which <br />was never constructed. The additional off-site area is no longer included in the project. <br />,Alternative No. 1 <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on-site balance of cut and fill. <br />RECOMMENDATIONS <br />Staff recommends approval of Alternative No. 1. <br />ATTACHMENTS <br />1.
