MP -78 -14 -ST <br />BACKGROUND <br />In 1993, the firm of Brown and Caldwell completed a Water and Wastewater Utility Master Plan <br />which extended through the year 2010. Since that time, numerous section updates have been <br />performed, (Le., North Beach Water and Wastewater, (North County Master Plan update, South <br />County Master Plan update, etc.). The state and county planning horizons are now being extended to <br />the year 2020. Therefore, the Utilities Department must not only compile all previous efforts but <br />extend the planning horizon as well. Staff is now proposing to issue a Request for Proposals (RFP) <br />for Master Planning Services. Please reference the attached proposal for details. <br />ANALYSIS <br />A general description of the scope of consulting services is as follows: <br />1. Integrate the existing 1993 Master Plan by Brown and Caldwell with all existing service area <br />updates since 1993. <br />2. Review for update: <br />a) corridor analysis <br />b) regulatory constraints implemented since previous plans completed <br />c) review time apd trigger events for capital project impation <br />d) capital costs to reflect 1997/1998 costs <br />e) land use changes/population projections <br />3.
