CHAST <br />AND STAFFED MANAGER OF ASS SS PROJECTS <br />9 <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WESTGATE COLONY SUBDIVISION PETITION SEWER <br />SERVICE (79= AND 80= AVENUES, 79= COURT <br />AND 21'rr STREET, NORTH OF STATE ROAD 60) <br />INDIAN RIVER COUNTY PROJECT NO. IIS -98 -19 -CS <br />BACKGROUND <br />A petition has been received from the residents of Westgate Colony requesting the <br />County to supply sewer service to the residents. We are now coming before the Board <br />of County Commissioners to seek approval to begin design of the above-mentioned <br />project. (See attached petition and plat map.) <br />ANALYSIS <br />This subdivision consists of 79 lots (72 Parcel IDs). Eight of the owners own 1.5 or 2 <br />lots. One non-resident owner owns two investment rental houses, and there are five <br />vacant lots. The 44 signatures on the attached petition represent ownership of 47 <br />lots, which is 69% of the subdivision's 68 homes (59% of the 79 lots and 61% of the <br />total square footage to be assessed). <br />The attached copy of the petitioner's letter dated March 23, 1998 explains several <br />concerns, among which are: <br />1. Many of the homes are experiencing problems with their septic systems. <br />2. Three of the property owners have recently had to replace their septic systems <br />within the previous six-month period with costly, unattractive, elevated, mounded <br />above -ground -level systems. <br />3. The negative effect of such above -ground systems on their property values. <br />Typical lot sizes are .21 acre and are undersized" as defined in Indian River County's <br />Comprehensive Plan. This subdivision received County water service in the Phase III <br />Water Expansion Project. The final assessment for that project was approved by the <br />Board of County Commissioners on August 10, 1994. Seventy-nine percent of the <br />water assessments have been paid in full. (See attached schedule of parcels, lot sizes, <br />and map, which displays the area to benefit from the assessment project.) <br />This project is to be paid through the assessment of property owners along the <br />proposed sewer line route. In the interim, financing will be from the assessment fund. <br />Design service will be provided by the Department of Utility Services. Two design <br />November 10, 1998 <br />102 <br />
