McCoy, AICP <br />Senior Planner, Current Development <br />DATE: November 1, 1998 <br />SUBJECT: Fairways at Grand Harbor, LTD Request for Final Plat <br />Approval for a Multi -Family Residential Planned <br />Development to be Known as The Fairways at Grand Harbor. <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of November 10, 1998. <br />The Fairways at Grand Harbor is a 257 unit multi -family planned <br />development on 19.11 acres. The subject site is located on the <br />west side of Indian River Blvd. just north of Grand Harbor <br />Boulevard. At its January 06, 1998 meeting, the Board of County <br />Commissioners granted conceptual planned development and special <br />exception use approval for the project. It should be noted that, <br />as a planned development project, platting of the development site <br />is required by the county land development regulations (LDRs). <br />Final plat approval is required prior to the issuance of a <br />certificate of occupancy (C.O.) for any portion of the project. <br />On January 22, 1998, the Planning and Zoning Commission granted <br />preliminary plat/plan approval for The Fairways at Grand Harbor. <br />All required improvements for the development are controlled by <br />that approved plan, and are inspected and approved via the county's <br />PD/site plan development process. Masteller & Moler, Inc., on <br />behalf of The Fairways at Grand Harbor LTD, is now requesting final <br />plat approval and has submitted a final plat that is in conformance <br />with the approved preliminary PD plat/plan and the PD approval <br />conditions tied to final plat approval. <br />The plat creates a stormwater management tract and development <br />tracts for the approved apartment units and site improvements <br />(e.g.: roads, parking areas, infrastructure, and buffers). No <br />individual building lots are proposed. In accordance with PD <br />approval procedures, the required improvements necessary to serve <br />individual buildings within the project are controlled via the <br />PD/site plan development review process and will be inspected and <br />approved on a building -by -building basis. Prior to obtaining a <br />certificate of occupancy (C.O.) for any building, the required <br />improvements necessary to serve that building must be constructed <br />by the developer and approved by staff. All of the required <br />improvements in the development will be private, except certain <br />utility improvements, which will be dedicated and warranted <br />separately prior to the issuance of a C.O. for any building. Since <br />the provision of required internal improvements will be controlled <br />through the PD/site plan inspection process, and since the final <br />plat conforms to the approved preliminary plat/plan and conditions <br />tied to final plat approval, the developer has complied with the <br />appropriate requirements to obtain final plat approval. <br />November 10, 1998 <br />13 <br />• <br />BOOK 1O � PACE,' <br />
