BOOK 107 PAGE S-4� <br />The proposed amendments will enhance the plan by updating the Future Land Use and <br />Intergovernmental Coordination Elements to reflect changes in state law and other circumstances. <br />The proposed changes to the Future Land Use Element add accuracy and clarity to the <br />comprehensive plan. Also, the analysis demonstrates that these amendments maintain the plan's <br />internal consistency. For these reasons, staff supports the adoption of the proposed amendments. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners transmit the proposed comprehensive plan text amendments to DCA for <br />their review. <br />1. Transmittal Resolution <br />Commissioner Eggert expressed concerns on Policy 1.26 and following some <br />discussion, it was suggested, and agreed, that the rest of the policies could be transmitted and <br />Policy 1.26 could be eliminated at this time. <br />Vice Chairman Macht expressed concern with Policy 1.3 9 as he did not want libraries <br />to have to be located near a school. It was pointed out that the word "encourage" was used <br />and the policy was not mandatory. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. There being none, he closed the public hearing. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously adopted Resolution <br />98-123 approving the transmittal of a proposed amendment, <br />after removal of Policy 1.26, to the Comprehensive Plan to the <br />State of Florida Department of .Community Affairs for its <br />review. <br />November 10, 1998 <br />50 <br />
