RMiect electinn <br />Staff have met with community leaders of the Gifford, Oslo and Wabasso areas to determine where <br />the county should focus its efforts for the next CDBG application. Within the Wabasso and Oslo <br />communities, there are platted and unplatted subdivisions that are in need of centralized water and <br />sewer service, road paving, and drainage improvements. Additionally, both communities have a <br />concentration of low to moderate income households. <br />0. Wabasso <br />Based on input from community leaders, staff reviewed the area, shown in figure 1, which is <br />immediately east of the Whitfield Subdivision. Single-family homes in this area are in need of <br />central water service, paved roads, and drainage improvements. A constraint to selecting this area <br />for the next CDBG application is the lack of publicly dedicated right-of-ways. In order to use _ <br />CDBG funds to pave roads, those roads must be publicly owned. At this time, roads in that <br />neighborhood, such as 87'h Street, 86`h Lane, 86`" Place, and 63'd Avenue are not public right-of- <br />ways. Staff recommends that the county coordinate with the land owners in that area to dedicate <br />those roads to the county.
