MCCAINa <br />AND STAFFED <br />CAPITAL PROJECTEER <br />BY: <br />DEPARTME SERVICES <br />SUBJECT. <br />ROCRRMGE SEWER ZMEROVEI<�NTS <br />INDL4N RIVER COUNTY PROJECT NO. IIS -98 -09 -CS <br />BACKGROUND <br />With the construction of the South County Wastewater Treatment Plant well <br />underway, the County will soon be diverting all of its wastewater flow from the <br />City of Vero Beach. This action will result in cost savings to the County in <br />excess of $50,000.00 per year, which has included payment to the City of Vero <br />Beach for treatment of a portion of Roclnadge flow and will also reduce <br />maintenance costs. A portion of the Rockridge sewer project (north of 17th <br />Street) still feeds directly to the City's wastewater treatment plant and, <br />therefore, must be rerouted. Along with this rerouting, the Utilities <br />Department will be constructing additional force main to eliminate several <br />areas of high pressure in the system, reducing long-term ongoing maintenance <br />and sewer back-up problems. <br />ANALYSIS <br />A drawing depicting proposed improvements is attached for review. Staff <br />proposes to design the required sewer force main improvements in-house. <br />Quotes for survey services have been obtained for this project as follows: <br />1) Kimley-Horn and Associates, Inc. $8,850.00 <br />2) Masteller, Moler, and Reed, Inc. $4,800.00 <br />3) Carter Associates, Inc. $4.200.00 <br />Staff proposes to retain Carter Associates, Inc. for survey services through the <br />issuance of a purchase order. Request for permission to bid the project will be <br />solicited from the Board upon design completion. The preliminary estimated <br />project cost is $85,000.00. Funding for this project will be from Fund 471, the <br />renewal and replacement fund. <br />RECONMEMATION <br />The staff of the Department of Utility Services recommends that the Board of <br />County Commissioners approve the Rockndge Sewer Improvements project as <br />outlined above and authorize staff to proceed with outside surveying services <br />and in-house,design. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Macht, the Board <br />unanimously approved the Roclaidge Sewer <br />Improvements project as outlined and authorized <br />staff to proceed with outside surveying services and <br />in-house design, as recommended by staff. <br />DECEMBER 1, 1998 <br />0 <br />-56- 0 <br />
