Keating, AICP' AM )< <br />Community Development Director <br />FROM: Jacob Riger T(?- <br />MPO Planner <br />DATE: December 1, 1998 <br />SUBJECT: CONSIDERATION OF INTERGOVERNMENTAL COORDINATION AND <br />REVIEW AND PUBLIC TRANSPORTATION COORDINATION JOINT <br />PARTICIPATION AGREEMENT (ICAR PTC JPA) <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of December 8, 1998. <br />According to state and federal regulations, each MPO in Florida must execute and maintain an <br />agreement with FDOT and with local and regional agencies responsible for the provision and <br />coordination of transportation services within the MPO area. Although the primary focus of this <br />agreement is coordinated intermodal public transportation planning, its provisions relate to the <br />overall transportation planning process. Specifically, the purpose of this agreement is to: <br />1. describe the process for coordination of MPO planning and programming activities with <br />other transportation agencies, <br />2. specify the role of transportation planning and programming activities in the comprehensive <br />planned development of the metropolitan area, and <br />3. specify conflict resolution procedures for disputes arising through a coordinated <br />transportation planning process. <br />Because the agreement relates primarily to coordinated intermodal public transportation planning, <br />several agencies in addition to the MPO must also execute this agreement. The Indian River County <br />Board of County Commissioners must execute this agreement because it oversees and funds the <br />Community Coach public transportation system. Other affected agencies include the City of Vero <br />Beach and the City of Sebastian, both of which operate municipal airports. As the regional agency <br />responsible for coordinated transportation planning and conflict resolution, the Treasure Coast <br />Regional Planning Council must also execute this agreement. At its November 4, 1998 meeting, the <br />MPO authorized the MPO Chairman to execute the agreement and authorized MPO staff to solicit <br />execution of the agreement by the other agencies specified within the agreement. <br />December 8, 1998 <br />10 <br />
