Commissioner Macht felt there was a question about the legality of the settlement <br />reached with the City of Vero Beach. He believed that FIND is no longer using these islands <br />to dump spoil and that it is very inappropriate for a government agency to retain property for <br />private parties. He believed that if FIND has no further use for the islands, title should be <br />transferred to the citizens of Indian River County. <br />THE CHAIRMAN CALLED THE QUESTION and <br />the Motion passed by a 4-1 vote (Commissioner <br />Macht opposed). <br />MOTION WAS MADE by Commissioner Macht, <br />SECONDED by Commissioner Adams, that the <br />Board authorize the Chairman to write to FIND and <br />ask that the interest held by FIND in any of the <br />islands be transferred to the citizens of Indian River <br />County. <br />Commissioner Ginn noted that she had attended a FIND meeting and believed the <br />only other problem to solve was the location of the park. <br />Commissioner Adams felt the idea of spoil islands under the County's domain for <br />recreational purposes would be a great idea and would enhance river activity. She believed <br />an open communication with FIND to identify the islands and open negotiations would be <br />very beneficial. <br />THE CHAIRMAN CALLED the question and the <br />Motion passed unanimously. <br />14.A. EMERGENCY SERVICES DISTRICT <br />The Chairman announced that, immediately upon adjournment, the Board would <br />reconvene as the Board of Commissioners of the Emergency Services District.
