• <br />Phase III of the Island Club PD is the last of a three phase project known as Island Club. The Phase <br />III plat subdivides 12.34 acres into 49 single family lots. The subject site is located on the west side <br />of SR A -1-A just north of the Town of Indian River Shores and west of the Baytree development <br />(see attachment #2). <br />At its regular meeting of February 20, 1996, the Board of County Commissioners approved the <br />overall Island Club conceptual PD plan which lays out 131 single-family homes, a clubhouse, tennis <br />court, lake and pool in 3 phases. The clubhouse, stormwater tract, and 82 lots in Phases I and II <br />have been platted. Phase III is now ready to be platted. <br />At its regular meeting of April 23, 1998, the Planning and Zoning Commission granted preliminary <br />PD plat approval for the Phase III subdivision. Subsequently, a land development permit was issued, <br />and the developer constructed all of the required subdivision improvements (e.g. roads, utilities, <br />stormwater improvements) except for a landscape buffer and minor miscellaneous improvements <br />such as sod and erosion repair. The owner, Beazer Homes Florida Inc., through its agent Knight, <br />McGuire & Associates, Inc., is now requesting final plat approval and has submitted the following: <br />1. A final plat for Phase III in conformance with the approved preliminary plat for Phase III. <br />2. A certified engineer's cost estimate for the remaining required improvements. <br />3. A contract for construction of the remaining required improvements. <br />4. Security guarantee construction of the remaining required improvements. <br />ANALYSIS: <br />At this time, most of the required subdivision improvements have been completed. A contract for <br />construction of all of the remaining required subdivision improvements and cash to secure the <br />contract have been submitted by the applicant. Both the county Engineering Division and the <br />Planning Division have approved the cost estimates and have verified that the letter of credit <br />amounts are adequate to cover the estimated cost of the remaining required improvements. The <br />county attorney's office has approved the construction contract for legal form and sufficiency and <br />has approved the format of the financial security. <br />Pursuant to the county's LDRs, the applicant will be required to obtain a certificate of completion <br />after construction of the required improvements. At that time, the applicant will warranty the utility <br />improvements for Phase III separately, via a Utility Service Department Bill of Sale. No other <br />warranties are required since all other improvements are privately dedicated.
