By adopting the attached resolution, the County Commission <br />is simply reserving the right to use this type of collection <br />method. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends approval of the resolution whereby the County <br />reserves the right to utilize the uniform method to collect non -ad <br />valorem assessments. <br />ATTACMdENT <br />Resolution No. 98 - <br />List of Properties <br />Coastal Engineer Jeff Tabar advised that only the proposed resolution was being <br />presented; there would be no presentation regarding the County's financing and funding <br />program relative to the Beach Preservation Plan. He apologized to the Board and the public <br />for any confusion. The suggested funding alternatives will be brought to them at a later date, <br />probably late January. He explained that one of the funding sources which may be used is <br />an assessment program. Anticipating that the Board may use the assessment method, and <br />because Florida Statutes requires certain conditions be met, it was recommended the <br />resolution be adopted. He stressed that adoption of this resolution will not obligate them to <br />use the assessment method. He added that the properties listed in the attachment to the <br />resolution were oceanfront properties within proposed beach restoration projects. He used <br />graphics illuminated on the ELMO to point out the areas which will be affected by the Beach <br />Preservation Plan as follows: (1) just south of Sebastian Inlet to Ambersand; (2) Wabasso <br />Beach area south to Marbrisa (to the northern edge of Indian River Shores); (3) the City of <br />Vero Beach project starts just south of the tracking station and proceeds south to Rio Mar <br />Golf Course; and (4) Angler's Cove/Surfside area where seawalls have been constructed. <br />The final findings report will be presented to the County's Beach & Shore Preservation <br />Advisory Committee in early January and then to the Board of County Commissioners for <br />potential final adoption. He stated that the resolution proposed for adoption at today's <br />meeting was only to meet statutory notice requirements to the Property Appraiser and Tax <br />Collector and Department of Revenue and does not obligate the County to use this type of <br />assessment, only reserves the County's right to do so. <br />DECEMBER 22, 1998 <br />29 <br />BOOK rI s'.
