BOOK 10 <br />with a well -thought-out program for funding. He understood the resolution and called it a <br />"tax alert". He also understood that Applied Technology and Management, Inc. (ATM) had <br />estimated the initial project cost of the plan at about $17 million and the total cost over 30 <br />years to be $47.6 million exclusive of sand source investigation and other tests. If the <br />County decided to go forward with the program, the issue would become how to obtain the <br />funds. It seemed to him, before making an assessment against certain properties, they must <br />consider total costs (including initial and ongoing maintenance) and availability of funds <br />from various sources. Also to be considered is whether to assess based on front footage or <br />amount of storm protection provided. It was his understanding that staff received the report <br />December 18` and that it will be discussed with the Beach and Shore Preservation Advisory <br />Committee in early January. Finally, he understood that staff hoped to present their <br />recommendation with the Committee's support to the Board by the end of January. He felt <br />it was unfortunate that this resolution was being presented to the Board with so little <br />information for the taxpayers. <br />George Gross, 1230 39'h Avenue, asked several questions about the resolution and <br />process of assessment for additional clarification. <br />Responding to Mr. Gross, Ms. Delegal confirmed that assessments under this <br />resolution will be limited to those properties listed in the attachment. If other properties are <br />to be considered, then statutory deadlines would not have been met to collect special <br />assessments for those properties on the tax bills. They could be taxed as an ad valorem tax <br />and may be specially assessed if a separate bill is sent to those properties this year. They <br />could be picked up on subsequent years' tax bills with an additional resolution attaching <br />those parcels to it. So, there are other billing, collection and enforcement mechanisms <br />available to the County if other parcels are found to benefit from the program. <br />Rene Renzi, 340 E. Waverly Place, Vero Beach, spoke on behalf of and as a member <br />of the Board of the Civic Association. The Civic Association had discussed this matter at <br />their meeting last week. They did not have details, but discussed generally the concept of <br />special assessments. The consensus was firmly in support of some wider application of the <br />assessments. The Civic Association Board members felt strongly that the cost should be <br />more fairly distributed throughout the whole community. <br />Commissioner Adams pointed out that the whole payment plan will be discussed in <br />the future.
