BOOK Ft"-' <br />Mr. Legwen hoped the Board would delay action on this resolution until the public <br />has had an opportunity to discuss it openly and thoroughly with the Board. <br />Commissioner Ginn asked if the Board, Tax Collector and Property Appraiser agreed, <br />if it would be possible to use the March 1 deadline. <br />Ms. Delegal stated that could be done and is allowed under the statute. <br />Frank Zore, 2044 Deleon Avenue, read from the following: <br />Good Morning - Maty Christmas and most important a Healthy New Year <br />My name is Frank L. Zore. 2M De Leon Ave. 45 year resident, tw*ayer.of this County. <br />I share the views already e:pressed by the first speaker and Mr. Legwin. This issue <br />has numerous unresolved questions before any final action is taken. <br />The subject of any kind of beach eat is near and dear to me, having been <br />deeply Involved for several yew with the. very controversial issue. <br />I am a avid Press Journal reader. Prior to. two referendums on sand pumping a few <br />Yew ago, never in my recollection- did any subject generate more controversy, more <br />activity from the good old boy proponents, or received more pro and con coverage. than <br />the subject of beach erasion. Publicity included the various mesas of attempting, and I <br />emphatically state- M=MdV . to stop or control erosion -the haunting dream that <br />communities around the world have grappled with for SO years. Numerous fall pages <br />and endless PJ articles depicted every conceivable aspect of the major issue which also <br />represents mega dollars- over and over. <br />My files contain primacy observations and statistics including opinions. from university <br />professors to beach life guards to the taxpayers. From this past long drawn out heated <br />Issue I submit the following opinions & personal observations which can be documented. <br />L IF a permanent logical solution was ever avallable. (it is not) the need to replenish <br />our eroded beaches is primarily to benefit or protect the privately owned buildings <br />which are near the ocean and threatened by Mother Nature, no different than the same <br />Mother Nature threatens and destroys buildings from marry other natural acts. For <br />Political reasons there are those who "wishful think° they can control Mother Natures <br />forces that never stop "shitting the sands of most all coastal beaches". <br />Z. Minority property owner in the past have attempted thru a good old boy network to <br />attempt to get nearly l00% of any project cost from our tax dollars Federal State and <br />local. That local scheme was resoundingly killed by two referendums. <br />3. No sound proof alsts that beach sand erosion has crested a local meaningful <br />shortage of public beach for sun bathers who attempt to get a case of skin cancer from <br />the leaches ONE amenity. namely sun baking. Furthermore It is evident that at least <br />6 other major beach amenities remain with us. <br />The soothing sound of the ocean. <br />The beautiful look of it with the endless wave variety. <br />One can walk the beach at the edge of the water for miles and miles in our county, <br />And at the same time take all the dips Into the surf one desires. <br />One can smell the salt air, <br />And throw a fishing pole in the surf at most any time or place along the always public <br />owned land up to the high tide mark. <br />4. No one has yet produced a convincing study that dearly establishes that any <br />significant loss of tourist dollars is due to our erosion or the condition of the beaches. <br />S. It is hypothetical myth to depict a harmful shortage of new residents coming to this <br />county because we do not have enough beaches. If a valid survey was ever made this <br />would be evident. First of all we have an Abundance of line Pubic Beaches. Secondly if <br />we bad no beach at all, as many Florida communities. do not, this county will grow as <br />fast or faster than the majority of present resident want it to grow. <br />DECEMBER 22, 1998 <br />34 <br />
