BACKGROUND AND ANALYSIS <br />The Indian River County Board of County Commissioners approved within the 1998- <br />1999 fiscal year budget the appropriation of fimds for the purchase of a biofiltration unit <br />in the amount of $20,000.00 for the elimination of odor in response to problems and <br />complaints (see attached budget appropriation). <br />The Department is presently operating two biofiltration units—one is located at Lift <br />Station 200 (Bailey Drive, Sebastian) and the other is Lift Station 143 (Vero Shores, Vero <br />Beach). Both units have been successful in correcting most odor problems and <br />complaints at these locations. <br />Presently, it is recommended that the budgeted funds be utilized for a biofiltration unit at <br />Repump Lift Station No. 166 (State Road 512 and Fleming Street in Sebastian), where <br />high levels of hydrogen sulfide gas are creating an odor problem. The proposed price of <br />the unit and all associated costs for delivery are $19,238.00 (purchase price of <br />$17,438.00, plus $1,800.00 freight). EG&G Biofiltration is the only company producing <br />this complete filter system. Due to its being a sole -source item, and as it is the <br />Department's intent to standardize equipment, staff is seeking approval from the Board <br />for this sole -source purchase. Please see the attached quotation and specification for the <br />proposed purchase. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the purchase of the biofiltration unit from EG&G Biofiltration in <br />the amount of $19,238.00 for Repump Lift Station 166 on State Road 512 and Fleming <br />Street in Sebastian. <br />In response to Commissioner Adams inquiry, Director Don Hubbs advised that the <br />associated costs for delivery and purchase were $19,23 8; Utilities Department Operations <br />Manager Gene A. Rauth advised that installation will be done in-house. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously approved the sole - <br />source purchase of the biofiltration unit from EG&G <br />Biofiltration in the amount of $19,238.00 for Repump Lift <br />Station 166 on SR 512 at Fleming Street in Sebastian, as <br />recommended in the Memorandum. <br />DECEMBER 22, 1998 <br />51 <br />a0CUF J `I Fr��E 7 <br />
