Joyce Johnston -Carlson, staff director for Children's Services Network and Director <br />of Human Services under which Children's Services falls, gave a brief explanation of the <br />changes and noted that staff is given the responsibility of reviewing the guide and the <br />ordinance every year. On Exhibit A, 2 of the ex officio seats have been changed. The <br />District 15 Administrator for the Department of Children & Families has been changed to <br />read "Assistant" Administrator for Indian River County. The other is the Law Enforcement <br />seat where the County Sheriff was named. Because Sheriff Wheeler has had some problems <br />with conflicts of interest, staff is recommending that the seat read "Law Enforcement" only, <br />allowing some other representative to be named. Another major change is the name of the <br />committee to "Children's Services Advisory Committee" in an attempt to bring the <br />committee more in line with the other advisory committees and so that people reading <br />articles about the committee will realize it is an advisory board only. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Hulda Grobman, 855 Live Oak Lane, representing the Taxpayers' Association, read <br />from the following: <br />121 TAXPAYERS' <br />ASSOCIATION <br />EST. 1937 <br />INDIAN RIVER COUNTY, INC. <br />P. 0. We still don't know what services are <br />available (i.e., who does what now) and the focus has been only on children, as <br />though they exist in a vacuum, without careful consideration of family. <br />1. The present ordinance provides for a fixed milage rate, to finance CSN, starting a year <br />hence (which means, in effect, the AUTOMATIC annual increases in the CSN budget as <br />property appraisals increase). <br />JANUARY 19, 1999 <br />-19- BOOK DO pn <br />
