r <br />600K 108 PA'GAA <br />Neighborhood Revitalization CDBG Application <br />On December 1, 1998, the Board of County Commissioners authorized public works and community <br />development staff to begin the procedure to apply for Neighborhood Revitalization CDBG funds for <br />portions of the Oslo Park Subdivision. The Board also authorized staff to initiate the process to <br />select a consultant to prepare the CDBG application and administer the grant. Staff have initiated <br />the consultant selection process and anticipate presenting a recommendation to the Board of County <br />Commissioners in February. According to DCA, the next Neighborhood Revitalization CDBG <br />application cycle submission deadline is June 30, 1999. <br />Economic Development CDBG Application <br />While Neighborhood Revitalization CDBG applications are subject to an annual application cycle, <br />Economic Development CDBG application time frames are different. Instead of being limited to <br />annual cycles, Economic Development CDBG applications may be submitted monthly. In most <br />cases, Economic Development CDBG applications are usually related to private development <br />projects. <br />Recently, CRA Care Centers, Inc., a privately owned company, submitted an economic development <br />proposal to the county. Both the budget department and the community development department <br />have reviewed this economic development proposal. As part of the proposal presented by CRA Care <br />Centers, the county would apply for an Economic Development CDBG and then lend the CDBG <br />funds to CRA Care Centers so that CRA Care Centers could construct an assisted living facility <br />(ALF) in the unincorporated area of the county. According to DCA, the next economic development <br />CDBG application cycle begins on April 5, 1999. <br />Under the CDBG program, there are two groups of grant categories. Three CDBG categories <br />comprise the first group. These are: Commercial Revitalization, Housing Rehabilitation, and <br />Neighborhood Revitalization. Indian River County may choose to apply for a grant in any one of <br />the three categories in the first group to receive funding. If awarded a Commercial Revitalization, <br />Housing Rehabilitation, or Neighborhood Revitalization grant, the county could not apply for <br />another grant in any of those three categories until that grant was closed. Following is descriptibn <br />of those three CDBG categories: <br />► Commercial Revitalization <br />Various improvements may be funded in commercial areas. Eligible projects include <br />parking facilities, drainage, street paving, sidewalks, lighting, recreation facilities, potable <br />water services, and sanitary sewer services. This category is an extremely competitive <br />category. <br />Housing Rehabilitation <br />Substandard housing occupied by income eligible households may be rehabilitated to meet <br />code requirements. Both owner occupied and rental housing may be included. Recipients <br />are eligible in the entire jurisdiction. Dilapidated housing may be demolished and cleared, <br />and financing is provided to the displaced occupants for replacement housing. <br />Neighborhood Revitalization <br />This category is primarily for potable water and sanitary sewer installation or replacement <br />(including hook-ups), street paving, and drainage improvements in low/moderate income <br />neighborhoods. Funds may also be used to purchase and -develop property as sites for <br />low/moderate income housing. Other public improvements to in£rastntcture are also eligible, <br />but are seldom funded. <br />The second group consists only of the Economic Development category. This grant category is <br />independent of the other three categories. In the same fiscal year that Indian River County applies <br />for a grant in a category from the first group, the county may also choose to apply for funds in the <br />Economic Development category. Even if Indian River County has an open Commercial <br />Revitalization, Housing Rehabilitation, or Neighborhood Revitalization grant, an economic <br />development CDBG application can still be submitted to DCA for consideration. Following is a <br />description of the Economic Development category: <br />► Economic Development <br />Funds are available to local governments to provide necessary infrastructure or sites for new <br />businesses or business expansions.
