Community Development Director Bob Keating stated that there are 2 applications <br />to be considered today: (1) Neighborhood Revitalization CDBG Application, primarily <br />involving paving streets in the Oslo area and (2) Economic Development CDBG Application <br />involving an economic development proposed to the County by CRA Care Centers, Inc. <br />Staff is also recommending that the Board authorize obtaining a consultant. Staff believes <br />that with another few applications, enough experience will have been garnered to enable staff <br />to feel comfortable without a consultant. <br />Commissioner Ginn questioned whether the consultant will be paid from grant funds, <br />and Director Keating answered affirmatively. <br />Commissioner Ginn then questioned whether the County could be held liable for <br />repayment of the bond funds, and County Attorney Vitunac advised that the County has a <br />written communication from the Department of Community Affairs advising that the <br />County's only obligation is to foreclose on the project if it should become necessary. Mr. <br />Baird was quite protective of the County's interests in his questions. <br />The Chairman opened the public hearing and asked if anyone wished to speak <br />regarding the Neighborhood Revitalization CDBG Application. There being none, the <br />Chairman closed the public hearing. <br />The Chairman then opened the public hearing regarding the Economic Development <br />CDBG Application and asked if anyone wished to speak regarding the matter. There being <br />none, the Chairman closed the public hearing. <br />ON MOTION by Commissioner Tippin, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously confirmed its intention to apply for a <br />Neighborhood Revitalization CDBG (Oslo Park <br />Subdivision). <br />JANUARY 19, 1999 <br />-39- <br />BOOK 108 F,1GE 123 <br />
