Tabar / <br />Coastal Engineer !J <br />SUBJECT: Beach Preservation Plan: <br />Economic Analysis and Cost Allocation Plan (Phase 1) <br />DATE: January 11, 1999 <br />P <br />DESCRIPTION AND CONDITIONS <br />County staff, with a team of consultants, has been working on an <br />economic analysis for the County's Beach Preservation Plan (BPP). <br />The economic analysis includes determining the nature and extent of <br />benefits expected to accrue from the BPP and allocating the project <br />costs to their proper recipients. This analysis will be used to <br />develop a local program to fund and implement the BPP. <br />ALTERNATIVES AND ANALYSIS <br />The Economic Analysis and Cost Allocation Plan is presented herein <br />and examines the overall economic viability of the BPP. This <br />report quantifies the benefits to be received by individual groups <br />over the 30 -year project horizon. The implementation of the BPP <br />will provide two distinct types of benefits as follows: <br />• Storm protection benefit to the coastal property. <br />• Recreational benefit to the total community. <br />These benefit categories were used to allocate the project cost to <br />various groups and identify appropriate sources of funding. <br />This report was presented to the Beach and Shore Preservation <br />Advisory Committee on January 6, 1999 during a special called <br />meeting. Several items of discussion were brought forth by the <br />committee during the meeting. 1) Maximizing the State <br />contribution to 100% - 75% for Sectors 1 & 2, and; 2) -Completing <br />a winter recreational survey to verify the results of the summer - <br />fall 1998 survey. <br />On a motion by Mike Vanatta,_and seconded by Gini Mann, the <br />Committee voted unanimously (7-0) to recommend that the County <br />Commission approve the Economic Analysis and Cost Allocation Plan <br />(Phase 1) of the Beach Preservation Plan, and authorize the <br />Consultants to move on to Phase 2. <br />JANUARY 19, 1999 <br />
