BOOK 108 �AvE <br />Rodney C. Williams, 1801 Barefoot Place, agreed with Mr. Glynn's remarks. <br />Bill Johnson, 1155 Winding Oaks Circle, representing the Civic Association of Indian <br />River County, noted that his Board of Directors strongly supports Commissioner Adams in <br />her efforts and feels this is a needed project, economically and recreationally. His <br />Association agrees with the basic premise but has questions on the formula used in figuring <br />the assessments. He believed that Sebastian Inlet Taxing District should be made to pay a <br />portion of the cost and that an additional survey of beach goers should be taken in March. <br />He believed that all beachfront property owners should be assessed and that various income <br />sources should be prioritized for the benefit of the people. The Civic Association suggests <br />a number of workshops for the public to discuss the questions raised here today. <br />Dr. Tom Longworth, 1521 Orchid Drive, Chairman of the Sea Oaks Beach <br />Committee, noted that his association has 2,889 feet of beachfront property. In 1997 they <br />installed a dune line protection fence which is an experimental project. The DEP requires <br />them to submit quarterly reports and to monitor the turtle activity. These activities have a <br />cost of approximately $10,000 per year. They believe that beach nourishment is the way to <br />go and offers the best hope of protecting the properties. They, however, also believe the <br />cause of the erosion to be the Sebastian Inlet jetties and feel that if the Inlet problem is not <br />corrected, this project will be a waste. They believe that all County residents will benefit <br />and all should participate in the payment for the Plan. <br />Tim McCord stated that he owns a lot at Ambersand Beach and hopes to build there <br />one day. He is already paying taxes for the Inlet District and does not believe he would <br />receive any benefit from the project. He advised that his mother lives on the Gulf coast and <br />is getting 70 yards of beach in front of her house, free of charge. <br />Bob Bruce, 12396 North AIA, believed a lawsuit should be filed against the <br />Sebastian Inlet as they are mostly responsible for the damage. He felt that the County and <br />its residents should pursue legal action against the Inlet and believed that Brevard County <br />could also be enlisted to support the action. <br />JANUARY 19, 1999 <br />-72- <br />
