RAUTH bob - <br />AND STAFFED WATER & WASTEWATER OPERATIONS MANAGER <br />BY: <br />SUBJECT: Lrrff Y CHLORINATION SYSTEM IMPROVEMENTS <br />BACKGROUND <br />On December 22, 1998, the Board of County Commissioners approved an agenda item for the <br />above -referenced subject. During that meeting the Board approved stafrs recommendation to fast <br />tract the leasetpurchase of on-site generation units for up to three wastewater treatment facilities, <br />utilizing, in part, deduct change order monies made available through Change Order No. 3 <br />approved by the Board of County Commissioners on August 25 1998 (please see attached copy of <br />agenda item and minutes), and returning to the Board with the appropriate Lease/Purchase <br />Agreements, to be considered by the Board of County Commissioners. <br />ANALYSIS <br />Staff is requesting approval of the attached-Clortec Lease/Purchase Agreement with Chemical <br />Services Company for the Clortec MC -600 hypochlorite generating system for the South County <br />Wastewater Treatment Plant. The agreement will commence upon unit installation at the South <br />County facility. Installation will begin about six (6) weeks after agreement execution, or near the <br />latter part of March, 1999. The $6,000 per month lease payment applied toward the purchase price, <br />will begin only after staff has accepted the installation. Purchase of the unit in the amount of <br />$197,000 less cumulative lease payments, will be brought back to the Board for approval only, if <br />plant operation staff is completely satisfied By way of comparison, a 500 lb/.day Sanilek ® system <br />was recently awarded for installation at the Central Wastewater Treatment Facility for $347,000.00. <br />Funding for the project will be provided by Account No. 471-000-169-475.00. <br />RECOADdENDATION _-- - <br />The staff of the Utility Services Department recommends that the'Board of County Commissioners <br />approve the attached Lease/Purchase Agreement for the Chlortec MC -600 hypochlorite generating <br />system with Chemical Services Company as presented. <br />FEBRUARY 9, 1999 <br />44 <br />
