r 1 <br />BOOK 108 PAGE X19 <br />Revenue from the 1 cent option sales tax can be used as a bonding source or as a pay-as- <br />you-go funding source for the various infrastructure projects that face a growing county, <br />such as Indian River. It is a tremendous planning tool as five year capital projects must <br />be reflective of revenue projections. Plans being developed now will, by necessity go <br />beyond the surtax termination date. <br />A quick perusal of the "Sources and Uses Statement/Optional One Cent Sales Tax <br />1988/89 through 1997/98," (Attachment A) shows the enormous benefit this tax has been <br />to our County. <br />A partial list of necessary improvements funded by the surtax includes: <br />*Courthouse <br />*Jail <br />*Health Department Building <br />*Rights of Way <br />*Paving Projects <br />*Roads & Bridges <br />*800 MHZ System <br />*Telecommunication Equipment <br />*Pumper Trucks <br />To date, the one cent option sales tax has raised <br />for the County alone (excluding municipalities): <br />$59,309,645 <br />In revenue since 1989 <br />This revenue source has saved the County's <br />Ad Valorem taxes from being raised to <br />fund these necessary projects. <br />TO <br />CONTINUE OUR PROGRESS <br />A VOTE OF THE ELECTORS OF INDIAN RIVER COUNTY WILL BE <br />NECESSARY. (Section 212.055) or a special act of the Legislature permitting the <br />continuation of the tax through a majority or supermajority vote of the Board of County <br />Commissioners. <br />Indian River County will need five strong resolutions in support of continuing the surtax <br />beyond 2004 from: <br />FEBRUARY 9, 1999 <br />Vero Beach <br />Orchid <br />Sebastian <br />Fellsmere <br />Indian River Shores <br />46 <br />
