MISCELLANEOUS BUDGETAMENDMENT #008 <br />The Board reviewed a Memorandum of February 10, 1999: <br />TO: Members of the Board <br />of County Commissioners <br />DATE: February 10, 1999 <br />SUBJECT: MISCELLANEOUS BUDGET AMENDMENT 008 <br />CONSENT AGENDA <br />THROUGH: Joseph A. Brown <br />Budget Analyst J <br />DESCRIPTION AND CONDITIONS <br />The attached budget amendment is to appropriate funding for the following: <br />1. On December 15, 1998, the `Board of Commissioners approved certain capital and <br />operating expenditures to be funded by the Emergency Management, Preparedness and <br />Assistance Grant. The attached entry appropriates funding. <br />2. Dune restoration is needed on an emergency basis at several county parks, including <br />Golden Sands, Wabasso, and Treasure Shores. Funding will come from the M.S.T.U. <br />reserve for contingencies. <br />3. The Youth Volunteer Corps ofAmericaprovided workers for the Recreation Department <br />for fiscal year 1997/98, but did not invoice the County until recently. The attached entry <br />appropriates funding. <br />4. Accounting changes require that we treat the commission paid on ALS billing differently <br />than in the past. The attached entry makes the necessary adjustments for this change. <br />5. The Sheriffs Department will receive additional revenue for housing prisoners from <br />outside the county. The additional prisoners will increase operating expenses in the <br />corrections budget by $35,826. The attached entry appropriates funding. (Attached is <br />a letter from the Sheriff regarding this item.) <br />6. The State of Florida Department of Labor has charged Indian River County for <br />unemployment compensation payments to former employees of the county. A budget <br />amendment is necessary to allow for these charges. (A memo from Personnel Director, <br />Ron Baker is enclosed) <br />7. The Indian River County Historical Society constructed a historic marker for $1,400 <br />intended for completion last fiscal year. The project wasn't concluded until this year. <br />The Historical Society did not expend $1,200 of their allocated budget from the County <br />in FY 97/98 for this reason. It has been requested that the County reimburse IRCHS for <br />the cost of the sign this year. Funding will be provided by Tourist Development Fund <br />cash forward revenues and donations to the Historical Society. <br />8. On November 3, 1998, the Board of Commissioners approved proceeding with Phase II <br />of the County's fiber optic cable network at a cost of $160,000. Funding will come from <br />the remaining One Cent Sales Tax reserve for contingencies of $138,721 along with <br />$21,279 in increased interest revenues. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve the attached budget <br />amendment. <br />FEBRUARY 16, 1999 <br />• <br />-13- <br />BOY JOB PAGE 347 <br />
