• <br />23. Traditional Neighborhood Design (TND) Criteria: <br />Objective 18, Policy 18.1 of the County's comprehensive plan has the following <br />criteria for TND developments: <br />a. The minimum contiguous project land area shall be 40 acres. <br />Note: The proposed project is 602.99 acres, which exceeds the 40 acre minimum. <br />b. Land shall be under unified control, planned and developed as a whole in a <br />single development or as an approved series of developments or <br />neighborhoods. The project shall be approved under the Planned <br />Development (PD) rezoning process. <br />Note: The applicant is pursuing the PD rezoning process, which includes a PD plan <br />for the overall project. <br />C. In order to disperse traffic by offering many alternative routes and <br />connections between destinations within the project and to appropriate uses <br />on adjacent sites, the street network shall consist of a grid or modified grid <br />pattern and shall accommodate connections to appropriate uses on adjacent <br />sites. <br />Note: The applicant is using a modified grid system. Consisting of roads, lanes, <br />and driveways, the grid has multiple connections to the thoroughfare plan <br />roadway system. <br />d. Not more than 10% of blocks shall have a block with a perimeter measuring <br />more than 1,800 feet. Within commercial and mixed use areas, no block face <br />dimension should exceed 400 feet. <br />Note: Only 8% of the residential blocks measure more than 1,800', and no <br />commercial blockface exceeds 400'. <br />e. The project shall contain a network of interconnected streets, sidewalks, and <br />pathways. <br />Note: The development will have an interconnected system of streets, cart paths <br />and sidewalks, as depicted and noted on the conceptual plan submittal. <br />f. Streets shall be designed to balance pedestrian and automobile needs, to <br />discourage high automobile speeds, to effectively and efficiently <br />accommodate transit systems, and to distribute and diffuse traffic rather than <br />concentrate it. <br />Note: The multiple connections to the thoroughfare plan roads, modified grid for <br />internal streets, proposed transit stops, traffic calming considerations, and <br />pedestrian system meet this policy. <br />g. Street trees shall be provided so as to shade sidewalk areas and buffer <br />sidewalk areas from automobile traffic. <br />Note: Street trees will be provided along all streets, as depicted in the conceptual <br />plan submittal. <br />MARCH 9, 1999 <br />L - <br />45 <br />• <br />BOOK C) FADE <br />
