Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the subject property is located in an area deemed suited for medium -density multiple - <br />family residential uses. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve this request to rezone the subject property to RM -8. <br />ATTACHMENTS <br />1. Rezoning Ordinance <br />County Attorney Vitunac pointed out this was a quasi-judicial matter and asked to <br />swear in all those who would be giving testimony. Directors Keating and Boling were <br />sworn. <br />Community Development Director Bob Keating advised that this was a less <br />controversial matter than the prior one and reviewed the request and information set forth in <br />the above Memorandum. He reviewed the criteria, advised of its consistency with the <br />Comprehensive Plan, and recommended rezoning the property to RM -8. <br />Director Keating responded to some questions of Commissioner Ginn about zoning <br />of the surrounding property. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Bruce Barkett, representing the applicant, called this a straightforward application <br />which had the support of the Planning and Zoning Commission and staff. He briefly <br />explained the request and pointed out that it is consistent with the Comprehensive Plan and <br />has no compatibility issues. He offered to answer questions. <br />Commissioner Ginn asked if there was a 20% density bonus if this property is used <br />for affordable housing, and Director Keating advised that would be at the discretion of the <br />MARCH 911999 <br />BOOK 108 PAGr 590 <br />
