r <br />IBOOK 103 PAGE 79 <br />AL==TnZ9 AND ANALYSIS <br />Since no other existing County nor School District property with <br />proper land use classification exists, staff must secure a site to <br />proceed. The following alternatives are presented: <br />Alternative No. 1 <br />Approve execution of the Option Agreement. The School <br />District will purchase 15-20 acres of this site and the <br />County will purchase 5-10 acres. The exact amounts have <br />yet to be determined. <br />Alternative No. 2 <br />Deny approval and proceed to look for other <br />sites. <br />RSCOMIMMATIONS AND FONDINO <br />Staff recommends Alternative No. l.whereby the Option Agreement is <br />approved. Funding to be by School District and County (Local <br />Option Sales Tax). <br />Commissioner Ginn felt that $10,000 for an option seems excessive for this parcel. <br />Brian Heady was recognized by the Chair and commented that he had several points <br />to raise before the County goes forward with this purchase. He believed that the School <br />Board took action based on incorrect information that the Board of County Commissioners <br />had already taken action on this matter. <br />Commissioner Ginn questioned how that could be corrected, and County Attorney <br />Vitunac responded that the Board could make any action conditional on the School Board's <br />action. <br />Mr. Heady then commented on a DEP report stating that the landfill is causing <br />groundwater contamination on acreage south of Gifford Road. He believed that no one had <br />ever notified the residents in that area of the groundwater contamination. He also noted that <br />the DEP had directed the owner of the landfill to take action to abate the problem. <br />County Administrator Chandler responded that the County has been working on this <br />problem for 5 or 6 years and has spent several hundred thousand dollars on the situation. <br />The residential areas were notified and County water was extended to those residences. The <br />landfill goes back to the 1960s and 1970s and the problems have been very publicly <br />addressed for many years. <br />Utilities Director Don Hubbs advised that this program has been ongoing for a number <br />of years. Staff will be reviewing the process soon and will bring the matter back to the <br />Board shortly thereafter. <br />MARCH 16, 1999 <br />-94- <br />
