Radke 4;�- . <br />Economic Development Planner <br />DATE: March 9, 1999 <br />SUBJECT: CONSIDERATION OF ECONOMIC DEVELOPMENT COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) CONSULTANT SELECTION <br />COMMITTEE RECOMMENDATION <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 16, 1999. <br />On January 19, 1999, the Board of County Commissioners, at an advertised public hearing, formally <br />chose the Economic Development Community Development Block Grant (CDBG) category and <br />authorized community development staff to apply for an Economic Development CDBG. The Board <br />also authorized staff to initiate the process to select a consultant to prepare the CDBG application <br />and administer the grant, if awarded. <br />Based on the Board of County Commissioners' actions at its January 19, 1999 meeting, county staff <br />prepared a Request for Proposals (RFP) to hire a consultant to prepare the CDBG application and <br />administer the grant. Four proposals were received by the county for review. <br />A consultant selection committee, consisting of Jason Brown, Budget Analyst; William Collins, <br />Deputy County Attorney; and Peter Radke, Economic Development Planner, reviewed the submitted <br />proposals and attended the presentations of three of the four consulting firms. Due to a scheduling <br />conflict, Fred Fox Enterprises, Inc. withdrew its proposal from consideration by the selection <br />committee. <br />Based on each firm's written proposal and presentation, the consultant selection committee ranked <br />the three consulting firms separately for each service being requested (application preparation <br />services and grant administration services) by the county.
