Chandler <br />County Administrator <br />THRU: Tom Frame, Director ��carvJi,� <br />Department of General Services <br />FROM: Lynn Williams, SupP4ten t <br />Buildings & Grounds <br />SUBJECT: Sole Brand/Sore--Source Designation <br />Powers Process Controls <br />DESCRIPTION AND CONDITIONS: <br />March 5, 1999 <br />The water controls, ie. lavatory, shower, etc. originally <br />installed in all phases of the Indian River County Jail Inmate <br />Housing Units have been a continuing source of maintenance problems <br />and complaints. Buildings & Grounds spends an average of $5,000 to <br />$7,000 per year on replacement cartridges for these repairs. <br />Approximately two years ago, we purchased materials to retrofit one <br />cell block with the Powers Process Controls. They are less <br />susceptible to water quality issues and more vandal resistant than <br />the current controls. No failures of the Powers Controls have <br />occurred during the evaluation and eliminated water related <br />complaints in "test block". <br />ALTERNATIVES AND ANALYSIS: <br />Buildings & Grounds budgeted $39,900 in Fiscal Year 1998-99 <br />(Inmate Housing) in the Jail. The remaining two pods have been <br />proposed in the final segment of projects in the Optional Sales Tax <br />funding request. <br />Powers Process controls is the Sole Manufacturer and provider <br />for this type control. They are selling directly to the County. <br />The Indian River County Purchasing Manual, Section 3.6 & 3.7 allows <br />for Sole Source and Sole Brand Designations and procurement by the <br />Board of County Commissioners under certain circumstances. Staff' <br />feels the circumstances stated above are justification for this <br />designation and in the best interest of the County. <br />RECOMMENDATION AND FUNDING: <br />It is recommended that Powers Process Controls be designated <br />as Sole Source and Sole Brand for water controls at the Indian <br />River County Jail in accordance with the Indian River County <br />Purchasing Division. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Stanbridge, the <br />Board unanimously approved Powers Process <br />Controls as sole source and sole brand for water <br />controls at the Indian River County Jail in <br />accordance with the Indian River County Purchasing <br />Division, as recommended by staff. <br />MARCH 16, 1999 <br />
