• <br />stafrs opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. The <br />applicant has not submitted an alternative grading plan that satisfied the cut and fill balance <br />requirement without needing the waiver. The applicant is requesting the waiver so he will not be <br />required to construct an on site retention area if the waiver is granted. <br />Alternative No. 1 <br />Grant the cut and fill balance waiver based on the criteria of Section 930.07(2)(d)1. <br />Alternative No. 2 <br />Deny the cut and fill waiver. Require an on site retention_ area be provided to compensate for the <br />proposed floodplain displacement. <br />RECOMMENDATIONS <br />Staff recommends approval of Alternative No. 1. <br />ATTACHMENTS <br />1.
