She then inquired about billing for breaks in a line (flooding -high bills) and fire <br />protection fees, to which Director Hubbs responded. <br />Commissioner Stanbridge thanked Mr. Rocca for the very excellent presentation <br />which was clear and understandable. <br />Commissioner Tippin congratulated Mr. Rocca for presenting the statistical <br />information in an understandable manner as quite an accomplishment. <br />Commissioner Ginn pointed out that the County will now own the computer model <br />and Assistant Utilities Director Smith will be able to compute data yearly. She thought the <br />fact that our debt service is 37% and we will be generating 43% with the new revenues <br />proves that we are not yet at the place where we can go on volume charges alone. As much <br />as the Board desires it, that cannot be accomplished until Mr. Smith can prove that we can <br />do it. She acknowledged that staff had worked extremely hard on this. <br />There was discussion about implementing the newbilling system before the beginning <br />of the next fiscal year, and Mr. Rocco stated it would take a little time to get it into the <br />billing system and then parallel -test it to make sure that everything is correct. By that time, <br />we will probably be at the beginning of the new year and, to keep it clean and consistent, he <br />recommended it begin October 1'. <br />Administrator Chandler advised that the County is currently running Y2K compliant <br />software parallel (for two months) and wanted first to make sure that was completed without <br />difficulty. <br />ON MOTION by Commissioner Adams, SECONDED BY <br />Commissioner Ginn, the Board unanimously approved the <br />recommendation to move the matter forward for public hearing <br />prior to adoption of the Resolution for the rate changes. <br />APRIL 139 1999 <br />50 <br />
