If passed, it would mean an immediate cut <br />in October. <br />Commissioner Ginn added that the legislators are tying in the savings on the <br />retirement system contributions, saying that savings will cover the shortfall from the revenue- <br />sharing. However, the County has had to fund the Florida Retirement System because it was <br />in such poor financial condition in 1990 when the teachers were added. She suggested the <br />County send a resolution to the Legislators to support the hold harmless clause. <br />ON MOTION by Commissioner Ginn, SECONDED BY <br />Commissioner Adams, the Board unanimously adopted <br />ResolutionNo. 99-035 (a draft of which the Commissioners had <br />seen/to be faxed to our Legislators) opposing State legislation <br />that would cut revenue sharing to Florida counties. <br />Commissioner Tippin found it astounding that the counties were the ones who bailed <br />out the Florida Retirement System and now cannot get the benefit of it. He was surprised <br />that the media had not reported on that. <br />Commissioner Stanbridge found it interesting that State officials wondered why local <br />government does not trust State government. <br />Commissioner Adams pointed out that just since 1990, Indian River County alone has <br />funded almost $15 million in the Florida Retirement System to pick up their unfunded <br />liability. She felt that budget package would be voted on sometime during the week and <br />urged the Resolution be faxed out today. <br />RESOLUTION NO. 99-35 <br />A RESOLUTION OF BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, OPPOSING STATE LEGISLATION <br />THAT WOULD -CUT REVENUE SHARING TO <br />FLORIDA COUNTIES <br />WHEREAS, Indian River County has received revenue sharing from the State of Florida on <br />a historical basis; and <br />WHEREAS, recent cuts of revenue sharing will provide an immediate financial burden to <br />Indian River County; and <br />WHEREAS, the County may be forced to cut services and raise taxes if growth in the county <br />tax base does not meet this deficit. - <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the County is opposed to the <br />significant intangible tax cut and would encourage the Florida Legislature to hold Florida counties <br />harmless, and support the Governor's version. <br />APRIL 13,1999 <br />52 <br />0 46 <br />
