April 19, 1999 <br />The Board of County Commissioners of Indian River County, Florida, met in Special <br />Session at the County Commission Chambers, 1840 251i Street, Vero Beach, Florida, on <br />Monday, April 19, 1999. The purpose of the meeting was to hold a public hearing on twelve <br />proposed LDR (Land Development Regulations) Amendments. Present were Chairman <br />Kenneth R Macht; Vice Chairman Fran B. Adams; Caroline D. Ginn; Ruth Stanbridge; and <br />John W. Tippin,. Also present were James E. Chandler, County Administrator; Deputy <br />County Attorney William G. Collins II; and Patricia Ridgely, Deputy Clerk. <br />The Chairman called the meeting to order at 5:01 p.m. <br />FIRST PUBLIC HEARING - PROPOSED LDR AMENDMENTS <br />The Board reviewed a Memorandum of April 13, 1999: <br />TO: James E.
