PROCLAMATION- CRIME VICTIMS' RIGHTS WEEK- APRIL 25 THROUGH <br />MAY 1,1999 <br />PROCLAMATION <br />WHEREAS, one violent crime is committed in America every 19 <br />seconds; and <br />WHEREAS, 36.8 million Americans are victimized in the United <br />States each year, and of those, 9.6 million are victims of violent <br />crime; and <br />WHEREAS, crime victims play an indispensable role in bringing <br />offenders to justice; and <br />WHEREAS,victims of crime deserve respect, resources, <br />restoration, rehabilitation and justice; and <br />WHEREAS, crime victims and their advocates over the past two <br />decades have made unparalleled progress toward balancing the scales <br />of justice in our criminal justice system; and <br />WHEREAS,victims of crime are working to ensure that Victims' <br />Voices are Silent No More; and <br />WHEREAS, as a nation devoted to liberty and justice for all, <br />America must increase its efforts to protect and restore crime <br />victims' rights: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that the week of <br />April 25 to May 1, 1999 be designated as <br />CRIME VICTIMS' RIGHTS WEEK <br />in Indian River County, and the Board urges all citizens of this <br />county to support victims' rights and criminal justice issues <br />throughout the year. <br />Adopted this 20 day of April, 1999. <br />APRIL 209 1999 <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />4nneth R.
