Upon completion <br />of the project, CRA Care Centers would be required to make payments to the county (payment <br />amount and method will be negotiated in the participating party agreement) to pay back the loan. <br />The county would then return the fiords and interest to DCA. <br />The county's consultant has prepared the proposed Economic Development CDBG application. A <br />copy of the application is on file in the Board of County Commissioners office. As drafted, the <br />CDBG application requests approval of a $750,000 grant that would then be lent! to CRA Care <br />Centers. These letters outline the scope of the <br />project and list the activities that each party is responsible for completing. As part of the grant <br />application, the county will be committing to the following activities: <br />► Act as the grant "Recipient" requesting $750,000 in grant fiords to fimd a CDBG-ED <br />assisted ALF project to be located in unincorporated Indian County, <br />► Provide a CDBG-ED fimded low-interest loan to CRA Care Centers, Inc. in the amount of <br />$690,000. The loan will be used as gap financing for the ALF and as a low-interest loan to <br />make the project financially feasible; <br />► Maintain public water and sewer lines serving the ALF site; <br />Conform to all CDBG grant requirements; <br />► Ensure the ALF project is in conformance with County Comprehensive Plan and zoning <br />requirements; and <br />Ensure there is adequate water/sewer capacity to serve the site.
