UW -94 -03 -WC <br />BACKGROUND <br />On September 19, 1996, the Indian River County Board of County Commissio ers approved a <br />contract with Wharton -Smith, Inc. for the above -referenced project. The project was initiated on <br />October 13, 1996, with a substantial completion date of October 17, 1997, and a final (completion date <br />of December 5, 1997. Substantial completion occurred on June 25, 1998, 250 days after the required <br />date of substantial completion, and Indian River County has produced water since that date. The <br />County has incurred additional architectural and engineering costs as a direct result of the extended <br />days for failure of the contractor to meet the specified date of completion. Staff has reviewed all <br />claimed costs submitted by our consultant and concur that all services were incurred outside of the <br />original contract scope as a result of project delays. <br />ANALYSIS <br />Staffs has reviewed all claimed costs submitted by our consultants and concur that all services were <br />incurred outside of the original contract scope as a result of project delays. The following additional <br />services have been incurred. <br />a) Additional Engineering Services: <br />The fee for extra engineering services was based on actual extra services req}rired over and <br />above the construction services contract. The additional engineering fees incurred by the County <br />is to be deducted from monies due the contractor. <br />The need to provide continued engineering service presence was necessitated by, special permit <br />conditions to conform with applicable provisions of Chapter 403 Florida Statues, Florida <br />Administrative Code (F.A.C.) 62-555. These services were also necessary to ensurerat the County <br />received all items in which the project was bid and the County paid for.
