Keating, AICP / ` m <br />Community Development Director <br />FROM: Jacob Riger <br />MPO Planner <br />DATE: May 19, 1999 <br />SUBJECT: REQUEST FOR COUNTY SPONSORSHIP AND MAINTENANCE <br />COMMITMENT FOR 1999 TRANSPORTATION ENHANCEMENT <br />PROJECT APPLICATION <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of May 25, 1999. <br />The federal Transportation Equity Act for the 21' Century (TEA -21) mandates that 10% of all <br />Surface Transportation Program (STP) funds allocated under the provisions of the act be available <br />for transportation enhancements. Enhancement projects are those which go beyond traditional <br />transportation projects, yet enhance the transportation system. To be eligible for funding, proposed <br />enhancement projects must have a direct relationship to the intermodal transportation system, and <br />this relationship must be one of either function, proximity, or impact. <br />Qualifying activities which can be funded with enhancement funds are limited to the following: <br />a) Provision of facilities for pedestrians and bicycles and the provision of safety and <br />educational activities for pedestrians and bicyclists. <br />b) Acquisition of scenic easements and scenic or historic sites. <br />C) Scenic or historic highway programs (including the provision of tourist and welcome center <br />facilities). <br />d) Landscaping and other scenic beautification. <br />e) Historic preservation. <br />f) Rehabilitation and operation of historic transportation buildings, structures, or facilities <br />(including historic railroad facilities and canals). <br />g) Preservation of abandoned railway corridors* (including the conversion and use thereof for <br />pedestrian or bicycle trails). <br />h) Control and removal of outdoor advertising. <br />i) Archaeological planning and research. <br />j) Environmental mitigation to address water pollution due to highway runoff or reduce vehicle - <br />caused wildlife mortality while maintaining habitat connectivity, and establishment of <br />transportation museums. <br />In areas with MPOs, including Indian River County, the MPO must receive and formally submit the <br />enhancement project applications to FDOT. While the MPO must submit the enhancement <br />applications to-FDOT, the County and municipalities, as project sponsors, play the largest role in <br />the enhancement application process. It is the local governments that decide which projects to <br />submit for enhancement funding. <br />MAY 259 1999 <br />12 <br />
