RAUTH <br />AND STAFFED OPERATIONS MANAGER �� It <br />- <br />AND <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: DEPARTMENT OF CONEM UNITY AFFAIRS RISK MANAGEMENT <br />PLAN REGISTRATION FEE <br />On December 22, 1998, the Board of County Commissioners (BCC) considered an agenda item <br />for Chlorination System Improvements (see attached item). During that meeting the BCC <br />approved staff's recommendation to fast track the Risk Management Plan (RMP) development. <br />As explained in the agenda item, the preparation and submittal of the RMP for the following six <br />(6) treatment plants, North Regional R.O. Water Treatment Plant, South County R.O. Water <br />Treatment Plant, West Regional Wastewater Treatment Facility, Central Regional Wastewater <br />Treatment Facility, South Regional Wastewater Treatment Facility and the North Regional <br />Wastewater Treatment Facility, as required by the Environmental Protection Agency (EPA), are <br />due to EPA no later than June 21, 1999. To meet the June 21, 1999 deadline, the Board has <br />authorized the staff of the Department of Utility Services, utilizing a cross -functional task team, to <br />develop and implement the County's RMPs. The team completed the RMP submittal documents <br />and submitted them to the EPA for review on May 26, 1999. <br />ANALYSIS <br />As part of the overall compliance requirement of the Clean Air Act Amendments and Accidental <br />Release Prevention (ARP) program, the team has developed and is currently implementing the <br />specific RMP's for each of the treatment plants as required. The Department of Utility Services <br />has been notified by the State of Florida Department of Community Affairs (DCA) that the <br />County must submit an annual registration fee and the appropriate registration fee form to the <br />State Emergency Response Commission by no later than June 21, 1999 (see attached, March 19, <br />1999 letter from the State Emergency Response Commission for Hazardous Materials). <br />JUNE 89 1999 <br />31 <br />BOOK DO PAGE 510 <br />
